The Office for Health Improvement & Disparities (OHID) has refreshed the Health Equity Assessment Tool (HEAT) developed by Public Health England (PHE) to enable professionals and communities to systematically identify and address health inequalities and equity in their work programmes or services. This elearning supports the use of the tool, providing the context and purpose, outlining the benefits of using the tool, and taking the learner step-by-step through each stage of the tool. It also provides a general introduction to health inequalities and equity, as well as, examples of good practice

The intended audience for HEAT is a wide range of professionals who want to make a difference in relation to inequalities and equality in their services and work programmes. This includes professionals working at national and local level in public health, health and social care and other public sector duties such as Housing and Education, in service delivery as well as strategy and commissioning. The tool can also be of benefit to managers of third sector organisations and community groups.
HEAT is a tool consisting of a series of questions and prompts, which are designed to help you systematically assess health inequalities related to your work programme and identify what you can do to help reduce inequalities. The HEAT helps consideration of the equity issues to be addressed for a population in the planning or preparatory stages of programme or service development. It will help you to consider the requirements of the Equality Act 2010 and will assist you to demonstrate compliance with the Public Sector Equality Duty (PSED).
It provides an easy-to-follow template which can be applied flexibly to suit your work programme. Its specific prompts ensure consideration of multiple dimensions of health inequalities.

This work was commissioned to increase the capacity in the system to systematically address health inequalities and equity. It is designed to facilitate the use of the Health Equity Assessment Tool (HEAT) and drive improvements.
These resources will also be helpful in developing Incident recovery plans and in service commissioning or business planning cycles.
This elearning has been developed by working closely with a range of professionals and HEAT users to ensure that it is user-friendly, digital and fit for purpose among multiple audiences.
